Matthew leads Burrum River Advisory. He has thirty years of experience advising on projects, including PFI and new infrastructure projects; merger bids, business cases and integrations; contracts for clinical and support services, large scale procurements and strategy development. Matt skilfully manages relationships with stakeholders and regulators to build consensus and navigate deals to conclusion. He is a highly skilled commercial and financial negotiator and has worked with public and private sector clients on deals, often helping to translate and find common ground. He previously led Grant Thornton’s healthcare business in the UK. Prior to that, he was the partner in charge of NHS transactions at KPMG. He has worked on a wide range of transactions, from new hospitals, PFI, and facilities management to pathology services and clinical services joint ventures. He has experience in the healthcare, transport and energy sectors.

Rhiannon is a Partner in Burrum River Advisory. She brings 30 years’ experience delivering major projects and programmes across a range of sectors. Most of her work has been in health, including senior roles at Grant Thornton, KPMG, the Department of Health, Bupa, and a teleradiology joint venture, Radiology Reporting Online.

She has worked on Public-Private Partnerships (including PFI) since they began in the 1990s. Her experience covers set-up, operational improvement, termination, and complex or failing projects. She’s also advised on new hospitals, community diagnostic centres and digital transformation, with a focus on strategy, business cases, affordability and value for money.

She has particular expertise in clinical and facilities service contracts. This includes wholly owned subsidiaries, pathology and teleradiology services, diagnostic joint ventures, and large-scale NHS franchising.

Yasemin Bettney

Yasemin is a partner at Burrum River Advisory. She works with NHS organisations, public bodies, and private healthcare providers on transactions, capital programmes, payment and contracting reform, bids, and strategy. She has led work on business cases, estates and infrastructure projects, place-based partnership working across the public sector, and commercial arrangements that have to work for both clinicians and finance teams. She is used to dealing with complex stakeholder groups and time-pressured decision making.

Before joining Burrum as a partner, Yasemin worked with us for several years as an independent consultant. Yasemin is a qualified chartered accountant and worked for KPMG for a decade, supporting clients across the country on a range of transformation projects.

Yasemin balances her work at Burrum with family life and has a particular interest in how organisations design roles and programmes that are sustainable for their workforce over the long term.

Her recent work includes supporting NHS clients with large capital business cases, advising on new contracting and payment approaches across systems, and helping providers and investors to assess opportunities in diagnostics and other priority service areas.
